Introduction
The Government of the Virgin Islands Bureau of School Construction and Maintenance (BSCM) was established by Act 8717 of the 34th Legislature of the U.S. Virgin Islands. This legislation marked a pivotal moment in the improvement of the territory’s educational infrastructure. The BSCM is tasked with overseeing the construction, renovation, and ongoing maintenance of public-school facilities throughout the U.S. Virgin Islands. Our mission is to create modern, safe, and efficient learning environments that foster academic excellence and community development.
The establishment of the BSCM reflects the commitment of the Legislature and Governor Albert Bryan Jr. to address the critical needs within public education. In alignment with the Governor’s five key initiatives, the Bureau actively contributes to improving educational outcomes, supporting children and families, and stimulating economic growth through strategic investments in school infrastructure.
Our primary goal is to enhance the educational environment in the Virgin Islands by modernizing and maintaining school facilities, ensuring the safety and well-being of students and staff, and preparing schools to meet current and future educational needs. This includes addressing the challenges of aging buildings, integrating new technologies, and creating spaces conducive to effective teaching and learning.
Legislative History
Act 8717, passed by the 34th Legislature of the U.S. Virgin Islands, was instrumental in the creation of the Bureau of School Construction and Maintenance. This legislation recognized the urgent need for a dedicated body to address the growing infrastructure challenges in the public school system, including outdated facilities, safety concerns, and a lack of modernization to support contemporary learning methods.
By establishing the BSCM, Act 8717 provided the framework for a specialized Bureau with the authority and resources to plan, oversee, and execute construction, renovation, and maintenance projects for public schools. The Bureau’s mission, as defined in the Act, is to ensure that all public schools in the Virgin Islands are equipped with facilities that meet modern educational, safety, and environmental standards. This legislative foundation has shaped the Bureau’s approach to school infrastructure development, ensuring that every project aligns with long-term sustainability and resilience goals while providing safe, functional spaces for students and educators.
Leadership
The BSCM leadership team consists of experienced professionals dedicated to ensuring the successful implementation of the Bureau’s mission. Our leadership team includes:
- Executive Director: Mr. Craig Benjamin
- Chief Financial Officer (CFO): Dr. Charmaine Mayers
- Special Assistant to the Executive Director: Vanessa Bellot
- Chief Operations Officer (COO): Mr. Alan Fleming
In addition, the Bureau’s leadership team includes the Assistant Director of Maintenance, the Assistant Director of Construction, and the Chief Engineer. Together, this team works collaboratively to manage and oversee all aspects of the Bureau’s operations, ensuring efficient and effective delivery of projects.
